（项目审批、核准或备案机关名称）以天成管经投资备案【2016】28号 （批文名称及编号）批准建设，项目业主为成都中铁轨道科技有限公司 ，建设资金来自国家投资-非政府投资 （资金来源），项目出资比例为100% ，招标人为成都中铁轨道科技有限公司 。项目已具备招标条件，现对该项目进行公开招标。1.2本招标项目为四川省行政区域内的国家投资工程建设项目，天府新区成都管理委员会经济发展局 （核准机关名称）核准(招标事项核准文号为天成管经招标备案【2017】23号 )的招标组织形式为委托招标 。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为/ ）的招标代理机构是四川华通建设工程造价管理有限责任公司 。 2．项目概况与招标范围2.1项目名称：中国中铁轨道研发设计中心项目科研02地块电梯采购。2.2建设地点：成都市天府新区兴隆湖南岸。2.3建设规模：建筑面积约14.2万平方米。2.4计划工期：供货及安装期： *** 。2.5招标范围：中国中铁轨道研发设计中心项目科研02地块电梯的供货、安装、装饰、调试工程及在质量保证期内发生的的任何缺陷的修复工作（自动扶梯4台、垂直电梯25台 ）。2.6合同段划分：1个标段。 3．投标人资格要求3.1本次招标要求投标人：3.1.1须具有独立法人资格3.1.2须为具有生产或销售本标段招标货物的资格，且经营范围涵盖本标段供货范围的企业；注册资本金制造商和代理商的注册资金均不少于700万；其他：中华人民共和国注册、具有独立法人资格（符合以下二种情况之一均可）①电梯制造商；②经制造商授权的代理商，且代理商符合本项目电梯安装资质的要求；电梯制造商具有国家质量监督检验检疫总局颁发的中华人民共和国特种设备(电梯)制造许可证（乘客电梯、自动扶梯、自动人行道均为C级及以上）及特种设备（电梯）安装、改造、维修许可证（均为C级及以上）；经制造商授权的代理商具有国家或省级质量监督检验检疫部门颁发的中华人民共和国特种设备安装、维修许可证C级资质及以上（类型为乘客电梯、自动扶梯、自动人行道）。电梯安装维修企业具有中华人民共和国特种设备（电梯）安装C级及以上，维修C级及以上；；3.1.3信誉要求：未处于财产被接管、冻结、破产状态，未处于四川省行政区域内有关行政处罚期间；3.1.4财务要求：近3年或成立至今（成立不足3年的）无亏损。3.1.5类似业绩要求： 近3年已完成的项目共不少于1个类似业绩。类似业绩是指:合同总价700万元及以上的电梯设备采购单项项目业绩 3.2其他要求：3.2.1本次招标接受代理商投标，代理商参加投标的，必须具有制造商针对本项目出具的授权代理证明，制造商只能授权一家代理商参与投标；代理商只能代理一个品牌参与投标；如制造商投标，则不能再授权代理商参与此次投标 ；3.2.2本次招标不接受联合体投标。 3.3各投标人均可就上述1个标段投标，可中标的标段数量为1个。 4．招标文件的获取4.1凡有意参加投标者，请于 *** 上午9：00时至 *** 下午17：00（北京时间，下同），使用CA数字证书在成都市公共资源电子交易云平台(www.cdggzy.com）（以下简称“电子交易云平台”）进行在线投标报名。获得“网络投标报名回执”，并从电子交易云平台下载招标文件等资料。招标文件下载的时限以上述约定的时限为准，逾期将不能下载。 4.2招标文件每套售价 150.00 元，售后不退。通过电子交易云平台投标报名系统网络下载招标文件的投标人应在投标截止时间之前递交投标文件的同时向招标人或招标代理机构支付购买招标文件的费用。 4.3 招标人 不提供 邮购招标文件服务。 5．投标文件的递交5.1 投标文件递交的截止时间（投标截止时间，下同）为 *** 09时30分，地点为成都市公共资源交易服务中心本项目开标室（成都市天府大道北段966号天府国际金融中心7号楼）。5.2
