。项目已具备招标条件，现对该项目进行公开招标。1.2本招标项目为四川省行政区域内的国家投资工程建设项目，都江堰市发展和改革局 （核准机关名称）核准(招标事项核准文号为都发改审批【2016】 107号 )的招标组织形式为委托招标 。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为PF20160607010 ）的招标代理机构是四川恒鑫工程管理咨询有限公司 。 2．项目概况与招标范围都江堰市蒲阳河生态绿地建设工程，面积约7500平方米。主要包括：修建绿道、景观花架、亭、厕所、集散广场、安装排水管道及景观灯具等其他配套设施。招标范围：本项目施工图及工程量清单所示全部内容招标（以招标人提供的工程量清单为准） 3．投标人资格要求3.1要求投标人须具备行政主管部门颁发的市政公用工程施工总承包 *** 及以上资质，项目经理（建造师）专业：市政公用工程类，级别 *** 及以上；财务要求：近3个年度（2014 .2015 .2016）内未出现亏损；业绩要求：近三年（2014 年至今）具备从事过三个与招标项目规模与性质类似的工程（类似工程是指工程合同金额在 350 万元（含）以上的绿化工程）；信誉要求：未处于财产被接管、冻结、破产状态，未处于四川省行政区域内有关行政处罚期间，没有处于投标禁入期内；四川省省外企业须提供《四川省省外建筑企业入川承揽业务验证登记证》或《四川省省外施工、监理入川承揽业务信息录入证》；投标单位具备针对本项目办理的《成都市建设领域市场主体信用记录（评价）网络登记表》、《成都市建设领域从业人员信用记录（评价）网络登记表》；并在人员、设备、资金等方面具有相应的施工能力
