（项目名称）招标公告1．招标条件1.1本招标项目龙马十八湾生态旅游项目 （项目名称）已由四川泸州（长江）经济开发区管理委员 （项目审批、核准或备案机关名称）以泸长管委发[2017]95号 （批文名称及编号）批准建设，项目业主为泸州临港投资集团有限公司 ，建设资金来自自筹及融资 （资金来源），项目出资比例为100% ，招标人为泸州临港投资集团有限公司 。项目已具备招标条件，现对该项目进行公开招标。1.2本招标项目为四川省行政区域内的国家投资工程建设项目，泸州市龙马潭区发展和改革局 （核准机关名称）核准(招标事项核准文号为泸龙发改发[2017]核准10号 )的招标组织形式为委托招标 。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为PF20170926008 ）的招标代理机构是重庆凯弘工程咨询有限公司 。 2．项目概况与招标范围2.1 工程名称：龙马十八湾生态旅游项目勘察设计。2.2 建设地点：鱼塘街道、罗汉街道、特兴镇。2.3 工程规模：环景区市政道路桥梁工程、建筑工程、生态湖泊工程、景观工程、公共服务设施、景观照明工程、电力电缆、弱电系统、给排水工程等。2.4 项目总投资：项目估算总投资为107600.00 *** 勘察设计工期： *** 。2.6 委托勘察设计范围：本工程地质勘察、本工程方案设计、初步设计(含概算编制)和施工图设计及后续服务工作。设计内容为龙溪河龙马潭公园段到成自泸赤高速路连接线段西侧绿地公园以及环景区市政道路桥梁工程，共计建设面积为165.6公顷。主要建设内容为：环景区市政道路桥梁工程、建筑工程、生态湖泊工程、景观工程、公共服务设施、景观照明工程、电力电缆、弱电系统、给排水工程等。 3．投标人资格要求3.1本次招标要求投标人具备独立企业法人且具备建设行政主管部门颁发的工程勘察(岩土工程)专业类 *** 及以上资质、建筑行业（建筑工程） *** 及以上资质、风景园林工程设计专项 *** 及以上资质，企业注册地不在四川省行政区域内的外地企业，必须具备《四川省省外企业入川从事勘察设计活动备案证》；2014年以来具备1个投资额或设计费计费额不低于5亿元的风景园林设计项目业绩，开标前需提供合同复印件备查。并在人员、设备、资金等方面具有相应的能力。 3.2本次招标 接受 联合体投标。联合体投标的，应满足下列要求：(1)联合体成员不得超过三家，联合体牵头人必须是建筑行业（建筑工程） *** 及以上资质或风景园林工程设计专项 *** 及以上资质的设计单位；(2)联合体各方应签订联合体协议书，明确联合体牵头人和各方权利义务；明确各方负责的专业类别，业绩及人员配置需与各方负责的专业类别相符合（3）联合体各方不得再以自己名义单独或参加其他联合体在同一标段中投标。 3.3各投标人均可就上述标段投标，但可以中标的合同数量不超过 / 个标段。 4．招标文件的获取4.1凡有意参加投标者，请于 ***
