（项目审批、核准或备案机关名称）以川投资备[51140015111001]0031号 （批文名称及编号）批准建设，项目业主为四川岷东城市建设开发有限公司 ，建设资金来自业主自筹 （资金来源），项目出资比例为100% ，招标人为四川岷东城市建设开发有限公司 。项目已具备招标条件，现对该项目进行公开招标。1.2本招标项目为四川省行政区域内的国家投资工程建设项目，眉山市发展和改革委员会 （核准机关名称）核准(招标事项核准文号为眉市发改法函【2016】32号 )的招标组织形式为委托招标 。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为PF20160728016 ）的招标代理机构是河北筑城工程招标咨询有限公司 。 2．项目概况与招标范围2.1 建设地点：眉山市岷东新区；2.2 工程规模：天府新区眉山双创中心二期工程（眉山华为大数据中心）所涵盖的机电安装工程；2.3 总投资： 约27000余 *** 资金来源：业主自筹2.5 招标范围：施工标段为：施工图纸和相应工程量清单所表达的施工范围（工程量清单与施工图不一致时，以工程量清单为准）。监理标段为：本工程施工的全过程监理。2.6 建设工期：施工标段工期 270 日历天，缺陷责任期24个月。2.7 监理服务期: 工期控制目标 270 个日历天、缺陷责任期24个月，施工期延长及工程质量缺陷责任期的监理服务。2.8 质量要求：达到国家验收合格标准。2.9 标段划分：2个标段，施工1个标段，监理1个标段。 2.10 本次招标实行资格后审。2.11 施工标段采用网上报名、纸质开标、纸质评标。监理标段采用网上报名、电子开标、电子评标。 3．投标人资格要求3.1施工标段：须具备独立法人资格，国家有关行政主管部门颁发的建筑智能化工程设计与施工 *** 资质，或电子与智能化工程专业承包 *** 资质，或计算机信息系统集成 *** 资质，或信息系统集成及服务 *** 资质，或建筑机电安装工程专业承包 *** 资质；还须同时具备消防设施工程专业承包 *** 及以上资质。具备有效的安全生产许可证，四川省省外施工企业须提供《四川省省外企业入川从事建筑活动备案证》或《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理企业入川承揽业务信息录入证》。2013年1月迄今至少1个单项合同金额在 5000万 元及以上的数据中心机房工程或数据中心服务或智能化工程项目业绩（提供合同复印件（原件备查））。监理标段：须具备独立法人资格，国家建设行政主管部门颁发的机电安装工程监理 *** 及以上资质，四川省省外施工企业须提供《四川省省外企业入川从事建筑活动备案证》或《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外施工、监理企业入川承揽业务信息录入证》。 *** 迄今至少1个单项合同金额在 5000万 元及以上的机电安装工程项目监理业绩（以中标通知书或合同协议书为准），并在人员、设备、资金等方面具有相应的监理能力。 3.2本次招标施工标段接受联合体投标，监理标段不接受联合体投标。施工标段若组成联合体投标的，应满足下列要求： ①联合体的各方具备独立法人资格，提供联合体协议。牵头方应具备国家有关行政主管部门颁发的建筑智能化工程设计与施工 *** 资质，或电子与智能化工程专业承包 *** 资质，或计算机信息系统集成 *** 资质，或信息系统集成及服务 *** 资质，或建筑机电安装工程专业承包 *** 资质。成员方之一具备消防设施工程专业承包 *** 及以上资质；联合体牵头单位2013年1月以来承接至少一个数据中心机房工程或数据中心服务或智能化工程项目，单个合同额金额为人民币伍仟万元以上，提供合同复印件（原件备查）；②联合体组成不超过2家，联合体牵头方负责购买招标文件、缴纳保证金、签订合同和组织实施等相关工作；③联合体各方不得再以自己名义单独或参加其他联合体在同一标段中投标。
