（项目名称）招标公告1．招标条件1.1本招标项目龙泉中学扩建项目 （项目名称）已由成都市龙泉驿区发展和改革局 （项目审批、核准或备案机关名称）以龙发改审函[2017]20号 （批文名称及编号）批准建设，项目业主为成都经济技术开发区城市建设投资经营有限公司 ，建设资金来自业主自筹 （资金来源），项目出资比例为100% ，招标人为成都经济技术开发区城市建设投资经营有限公司 。项目已具备招标条件，现对该项目进行公开招标。1.2本招标项目为四川省行政区域内的国家投资工程建设项目，成都市龙泉驿区发展和改革局 （核准机关名称）核准(招标事项核准文号为龙发改审函[2017]20号 )的招标组织形式为委托招标 。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为PF20170608017 ）的招标代理机构是福建省建融工程咨询有限公司 。 2．项目概况与招标范围2.1 项目名称：龙泉中学扩建项目2.2 建设地点：龙泉街道 2.3 建设规模及内容：扩建体育馆7000㎡，其中地下2000㎡。2.4 勘察设计周期： 60 个日历天（其中勘察、方案设计 *** ，初步设计、施工图设计 *** ）。 2.5 招标范围：工程地质勘察（包括本项目的初勘、详勘（含施工勘察）、补勘）、方案设计（含投资估算）、初步设计（含初步设计概算）、施工图设计及后续相关服务工作，包括但不限于建施、结施、水施、强弱电、暖通、装饰（含VI）、幕墙、总平、人防、交安、学校建筑外立面整治等。 2.6 标段划分： 勘察设计一个标段 3．投标人资格要求3.13.1 本次招标要求投标人：独立企业法人资格，有效的营业执照。具备国家建设行政主管部门颁发的工程勘察专业类（岩土工程） *** 及以上资质并且同时具备建设行政主管部门颁发的工程设计建筑行业（建筑工程） *** 及以上资质，并在人员、设备、资金等方面具有相应的能力。2014年以来具有1个类似项目业绩。信誉要求：投标人未处于财产被接管、冻结、破产状态，未处于四川省行政区域内有关行政处罚期间；从本工程招标公告发布之日起至投标文件递交截止之日止，投标人未处于成都及原承建项目所在地建设行政主管部门禁止投标期内。企业注册地不在四川省行政区域内的省外企业应提供有效的《四川省省外建筑企业入川承揽业务验证登记证》或带二维码的《四川省省外企业入川承揽业务信息录入证》；所有投标人应具有针对本工程的《成都市建设领域从业人员信用记录（评价）网络登记表》、《成都市建设领域市场主体单位信用记录（评价）网络登记表》（如投标人为联合体，则联合体所有成员均应具有）； 3.23.2本次招标接受联合体投标。联合体投标的，应满足下列要求：（1）联合体各方签订的联合体投标协议书，明确联合体牵头人和各方权利义务。（2）联合体成员家数不超过2家，联合体牵头人为建设行政主管部门颁发的工程设计建筑行业（建筑工程）设计 *** 及以上资质的单位。（3）同一资质组成联合体投标以资质较低的为准。（4）联合体中各方不得再以自己名义单独或参加其他联合体在同一合同段中投标。
