批准建设，项目业主为成都鑫信合实业有限公司 ，建设资金来自企业自筹 ，项目出资比例为100% ，招标人为成都鑫信合实业有限公司 。项目已具备招标条件，现对该项目进行公开招标。1.2本招标项目为四川省行政区域内的国家投资工程建设项目，成都高新技术产业开发区经贸发展局 （核准机关名称）核准(招标事项核准文号为川投资备[51010911101401]0056、0056、0057号 )的招标组织形式为委托招标 。招标人选择（本招标项目在省发展改革委指定比选网站上的项目编号为PF20151126002 ）的招标代理机构是中泰百聪工程管理有限公司 。2．项目概况与招标范围2.1项目名称：鑫信合中心（A、B、C区）项目商业用房（学员宿舍）装修装饰施工2.2建设地点：高新区南部园区石墙片区；2.3工程概况：本工程建筑面积约11442.42平米。其中一层为大堂；二至七层为客房；八层为办公区；九层为设备层。2.4计划工期： 240 个日历天；2.5工程质量：符合国家现行的《工程施工质量验收规范》合格标准，满足《招标文件》第七章技术标准及要求，且一次性验收通过。2.6招标范围：鑫信合中心（A、B、C区）项目商业用房（学员宿舍）装修装饰施工（招标人指定的施工图范围内的工程施工，详见招标工程量清单）。2.7标段划分：施工1个标段 3．投标人资格要求3.1 本次招标要求投标人须具备：(1)独立的企业法人资格；(2)具备建设行政主管部门颁发的建筑装修装饰工程专业承包 *** 及以上资质；(3)近3年内未出现亏损；(4)近3年至少已完成2个单项工程合同面积不低于1万平米的公共建筑装修装饰工程施工类似项目业绩（其中至少1个为四川省内业绩）；(5)拟派驻本项目的项目经理须具有 *** 注册建造师（房屋建筑工程专业），中级及以上职称证，有效的安全生产考核合格证，近3年承接并至少已完成1个单项工程合同面积不低于1万平米的公共建筑装修装饰工程施工类似项目业绩，且应提供由社保部门出具并盖章的最近六个月由该投标单位为其购买社保的证明材料，参加本项目投标时没有在其他未完工项目担任项目经理，中标后至完工前也不得在其他项目担任项目经理；(6)未处于财产被接管、冻结、破产状态，未处于投标禁入期内，无不良行为，未处于四川省行政区域内有关行政处罚期间；（7）在规定时间内按照招标文件要求递交投标保证金；（8）四川省省外企业须具备《四川省省外建筑企业入川承揽业务验证登记证》或《四川省省外建筑企业入川承揽业务信息录入证》或《四川省省外施工、监理入川承揽业务信息录入证》，并在人员、设备、资金等方面具有相应的施工能力。3.2
